Since the outbreak of novel coronavirus pneumonia (NCP), the General Secretary Xi Jinping has paid high attention and made a series of important instructions, held meetings for many times to make research and deployment on epidemic prevention & control, and issued the blocking action mobilization order of “regarding epidemic as the command and taking the prevention & control as the responsibility”. The Party Committee of the Company resolutely carried out the important instructions and spirit of the General Secretary Xi Jinping, fully implemented the arrangement and deployment of the CPC Central Committee and the State Council and the work requirements issued by the Party Leadership Group of CNOOC, timely established the work leading group and working team for epidemic prevention & control, formulated prevention & control work plans, comprehensively launched the prevention & control work, and practically regarded the epidemic prevention & control work as the top priority at present. To further strengthen the epidemic prevention & control work, the Party Committee called upon the Party Leadership Group at each level and all CPC members to enhance the ideological understanding, stress on scientific prevention & control, intensify the responsibility undertaking and strengthen the publicity and guidance to win this white war of epidemic, thus ensuring the life safety and health of all staff and the masses.

I. Enhance the ideological understanding to practically strengthen the sense of responsibility and urgency in doing well the epidemic prevention & control work.

Facing the severe situation of accelerating epidemic spreading, the Party Leadership Group at each level and all CPC members should practically unify the idea and action based on the decisions and deployment of the CPC Central Committee centered on the General Secretary Xi Jinping, further enhance the “four awarenesses”, insist on “four confidences” and live up to “two maintenances”, get a deep understanding of the extreme importance and real urgency of the epidemic prevention & control at present, practically recognize the responsibilities and missions undertaken, resolutely implement the arrangement and deployment of the CPC Central Committee and the State Council as well as the work requirements of the Party Leadership Group of CNOOC and those of the Party Committee of the Company, set firm confidence, help each other in the same condition, carry out scientific prevention & control and implement accurate policies, to regard the epidemic prevention & control work as the touch stone and knife stone of practicing the original intention and mission and embodying the responsibility undertaking, and have the Party flag flying high at the front line of epidemic prevention & control battlefield.

II. Stress on scientific prevention & control to do a good job in the epidemic prevention & control of each unit, department and project team down-to-earth. Party Leadership Group at each level shall strengthen joint prevention & control and group prevention & control, stress on the process, links and details, and try the best to do a good job in epidemic prevention & control according to the requirements of the Work Plan of Offshore Oil Engineering Co., Ltd. on Novel Coronavirus Pneumonia Prevention & Control. Each unit shall refine relevant requirements and concrete measures in combination with the practical situation of the ship, site and projects of its own, do a good job in personnel management (including the contractor’s staff and other relevant personnel serving the Company), arrange overseas personnel in a scientific and orderly manner, have the offshore front-line staff work in shifts, and implement epidemic prevention & control work according to the requirements of early discovery, early reporting, early isolation and early treatment. Besides, each unit shall actively cooperate with the resident government to implement the joint prevention & control measures according to the dependent territory management principles to do a good job in epidemic monitoring, screening, pre-warning, prevention & control, take strict precautions and defend to the last with no dead space, so as to improve the scientificity and effectiveness of epidemic prevention & control.

III. Intensify the responsibility undertaking, to give full play to the battle tower role of grass-root Party Leadership Group and the exemplary and vanguard role of CPC members. The current epidemic prevention & control situation is extremely severe with no room for any fluke mind or relaxation. Party Leadership Group at each level and the leading cadres of CPC members shall practically shoulder the political responsibility of epidemic prevention & control, be brave in undertaking and dare to take actions and strictly implement various measures, to really accomplish assigning responsibility, undertaking responsibility and fulfilling responsibility for the area in charge; extensively mobilize, organize and integrate the masses, to resolutely win the battle against the epidemic relying on the masses. All CPC members shall keep their identity firmly in mind. On one hand, they shall take a lead in enhancing the prevention & control awareness, learning the prevention & control knowledge, implementing the prevention & control measures and doing a good job in ideological work of the masses, and guide the masses not to believe, start or spread rumors; on the other hand, they shall stabilize the mood, enhance the confidence, take the lead in sticking to the post and fulfill the work responsibilities, to ensure smooth production and operation of the Company.

IV. Strengthen the publicity and guidance to devote effort in creating a good public opinion environment for resolutely winning the epidemic prevention & control battle. Party Leadership Group at each level shall practically do a good job in publicity and guidance of epidemic prevention & control, shift the weight of publicity to epidemic prevention & control, vigorously publicize the decisions and deployment of CPC Central Committee and the State Council on epidemic prevention & control, publicize the work requirements of the Party Leadership Group of CNOOC, publicize the prevention & control measures taken by the Company and each unit, and publicize the touching stories about company staff insisting on the front line, fighting against the epidemic, stressing on the interests of the whole, and supporting and cooperating with epidemic prevention & control work. They shall lay emphasis on discovering, timely praising, publicizing and commending the advanced collective and individuals springing up during the epidemic prevention & control among the Party Leadership Groups, CPC members and cadres, to develop a strong atmosphere of learning the advanced and striving to be a pioneer.

The epidemic will be eventually defeated just like that the spring will definitely come. Party Leadership Group at each level and all CPC members shall unite as a one to fulfill their duties and responsibilities with more resolute attitude, stricter measures and more decisive actions, undertake responsibilities for the country and make contributions for resolutely winning the epidemic prevention & control battle.
