On February 6, COOEC completed and delivered the Shell Nigeria HI Project in full, setting a new record for construction efficiency in the international offshore oil and gas engineering sector. The achievement provides strong impetus for China–Nigeria energy cooperation and global sustainable energy development.
The Shell Nigeria HI Project is a benchmark project in which COOEC partnered with Shell plc for the first time as the Engineering, Procurement and Construction (EPC) contractor. Located in Oil Mining Lease 144 (OML 144) in the southern offshore area of the Niger Delta, the project sits 50 kilometers offshore in a water depth of 100 meters. The core scope of work includes a four-deck topsides module and a four-leg jacket.
COOEC integrated premium resources across its full industrial chain. Leveraging China’s first “smart factory” for offshore oil and gas equipment and deploying more than 400 sets of intelligent production equipment, COOEC implemented end-to-end digital management and control across the entire process, from material receipt through welding and coating, effectively unleashing the productivity of automated production lines. The project also adopted an innovative horizontal fabrication process for the jacket, along with an integrated and standardized execution model. In addition, COOEC established a “UAUC Tracking and Feedback Mechanism” and a “30-Minute Rapid Response Mechanism for Quality Issues.” Cumulative safe man-hours exceeded one million.
Benno, President of Shell Nigeria Exploration and Production Company Limited (SNEPCo), spoke highly of the project outcomes, stating, “COOEC’s safety management and fabrication efficiency have set a benchmark for the industry.”
To date, COOEC has successfully delivered eight Shell plc projects, including the Gorgon Project, LNG Canada Modules, and the Penguins FPSO. Supported by its robust Quality, Health, Safety, Security and Environment (QHSSE) management system, COOEC also won Third Prize in SNEPCo’s 2024 “Speak Up, Competence, and Proactive Safety Management” Excellent Contractor Awards.
