In 1964, China’s offshore oil and gas industry started in the Bohai Bay. The older generation of petroleum overcame extreme difficulties, independently completing the design, construction and installation of China’s first fixed offshore drilling platform, “Sea 1”, in 1966, marking the beginning of China’s offshore oil and gas development equipment fabrication.
In 1975, China’s first comprehensive offshore oil production platform, “Sea 4” was completed and put into operation. From 1964 to 1977, the Company delivered 20+ platforms for offshore oil and gas exploration and development
In 1978,Chinese government made a significant decision to “Open up China’s offshore oil and gas industry to the world”. The Company began to learn management, technologies, techniques, nurture talents and build a team through international cooperation, facilitating the rapid integration of offshore oil and gas engineering with international standards.
In 1985, Chengbei Oilfield Development Project was completed and put into production, which was the first offshore platform designed according to the international standards and codes. That same year, the project received “the National Award for Science and Technology Progress”. Through project implementation, an entire set of internationally advanced management practices was developed, covering from the feasibility study of oilfield development to the completion and operation of the oilfield.
During that time, the Company completed 30+ jackets and SPMs, 50+ topsides and skids, 200+km subsea pipeline according to the international standards and technical specifications.
In 2000, CNOOC took a lead in restructuring its offshore engineering business on the basis of "three-in-one", China Offshore Oil Development & Engineering Corporation, China Offshore Oil Platform Fabrication Company and China Offshore Oil Marine Engineering Company , and established Offshore Oil Engineering Co., Ltd. - COOEC, a large-scale engineering general contracting company to integrate the design, procurement, construction, offshore installation, commissioning and maintenance of offshore oil and gas development and engineering.
On February 5, 2002, COOEC was officially listed on Shanghai Stock Exchange, becoming the first offshore oil and gas engineering stock in China.

Since 2012, COOEC has completed 200+ jackets and topsides, laid 4000km+ subsea pipelines and cables. It successively delivered “Deep Sea No.1”, “Haiji-1” and “Haiji-2”, advancing China’s offshore oil exploration and development into the era of ultra-deep water beyond 1,500 meters.
COOEC has formed “10 Major Equipment” and “10 Major Technologies”, achieving outstanding results in equipment and technology development. It is also one of the largest and strongest LNG engineering general contracting companies in China. It delivered China's first deep-sea floating wind power turbine platform, and achieved a significant breakthrough in green development transformation.
Internationally, COOEC delivered major engineering projects, such as Petrobras P67/P70 FPSO, Shell Penguins FPSO and LNG Canada etc. enhancing the reputation of "Made in China" in global energy projects.
